Information Sought On Cold Case Murder LIBERTY, March 3, 2016 - The Liberty County Sheriff’s Office is seeking information on a “cold case” murder that occurred on or about September 1, 2011 on Plantation Ranch Road in south Liberty County. The victim was identified as Carl Terell Wills a 22 year old black male who was found to have been shot, execution style, once in the back of the head and once in the back and left under a bridge on the Ranch Road. The victim was wearing blue jeans and a white “T” shirt and was last seen leaving a friend’s home in San Jacinto County on the day prior to being found by a fisherman in Liberty County.
