Man Eats Meth during Arrest

LIBERTY, May 26, 2017 - On May 23, 2017 around 2:18 AM, an Officer with the Liberty Police Department was patrolling the area 2300 block of US Highway 90 in Liberty TX. The Officer observed a green in color GMC pickup truck traveling east bound when the vehicle changed lanes the Officer observed the vehicle to have defective lighting equipment. The Officer then conducted traffic stop on the vehicle.
The Officer identified both subjects inside the vehicle. The Officer observed Jackie Carl Monger age 30 of Susan Street in Dayton, to have very slurred speech and slow movements. The Officer then asked Monger to exit the vehicle. The Officer then conducted a Horizontal Gaze Nystagmus (HGN) test on the subject in which the Officer could see signs of Nystagmus Monger's eyes.

While the Officer was speaking to the subject he observed that the Monger’s tongue was swollen and covered in white film suspected to be Methamphetamine. The Officer then asked the subject if he had eaten Methamphetamine. The subject stated no. The Officer then placed a QTip on Monger’s tongue and placed the end of the QTip into a Methamphetamine field test. The Officer observed the test turn purple and test positive for Methamphetamine. The Officer also observed that Monger also had two small crystals that appeared to be Methamphetamine. The Officer then placed Monger into custody. The subject later stated that he ate a little less than 1 gram of Methamphetamine.

Monger was transported to the Liberty County Jail charged with Tampering with Evidence with Intent to Impair Investigation.

Monger's bond was set at $20,000 dollars.
