Man Arrested at Jack In The Box

LIBERTY, June 18, 2017 - On June 14, 2017 around 7:30 PM, an Officer with the Liberty PD was flagged down by a passerby that stated a white female and black male were having a verbal argument in the Jack in the box parking lot.
Upon the Officer arriving on scene observed both subjects arguing in the parking lot. The Officer then made contact with both subjects. While the Officer was speaking with the subject, identified as Russell Alan Calligan age 32 of Newman Street in Liberty, the Officer could see signs of intoxication in the subject due to him having slurred speech along with dilated pupils.

The Officer then conducted a Horizontal Gaze Nystagmus test (HGN) Calligan in which he could see nystagmus in both of the defendant's eyes. The Officer then asked the Calligan what kind of drug he used and when was the last time he took it. Calligan stated to the Officer that he had smoked Methamphetamine approximately six hours prior to the encounter.

The Officer then placed the subject into custody for public intoxication and transport him to the Liberty County Jail.
